Homepage and soft launch for translators

Hello friends.

The idea was born that the home page should contain a short message of encouragement to participate in the translation work.
This should be done on a very first contact basis, without an overabundance of information and links to documents to be read, to encourage users to start an amazing adventure. :smiley:

as reminder, any link which can be translated must be added. Translators will be able to put the right link.
below, typically a bad example:

ā€˜Notes de versionā€¦ā€™ is pointing to https://wiki.freecad.org/Release_notes_0.21 and it should be https://wiki.freecad.org/Release_notes_0.21/fr because the original link is not given for translation.

Agree, the ability to localize links to Wiki, etc. is very important. :bulb:
