I tried my best to find and answer, but none of the hits produced what I was after, so here goes: Is it just me or are the tool paths produced by FreeCAD a bit fatter than they should be? For example, with Use Comp set to True and Offset Extra set to 0.0000 inches, I’m consistently measuring around 4 to 5 thou of extra space, meaning for 0.188", 5mm, and 0.25" endmills, the path offsets are 0.0987", 0.1029", and 0.1286", respectively. I’m using the default mach3_mach4 post processor, btw.
An inspection of the g-code is the best way to check, if the path is exactly the cutter radius offset from the object shape then it is external factors.

Ok, I took a much closer look and my findings were flawed. Yes, onscreen inspection with the measuring tool did show those extra offsets, but once i looked at the corresponding gcode, things were dead on. Very peculiar, but good to know the part will be right.
