Balloon note issue

Hello,

I noticed another issue in Techdraw, starting from 0.21.

When adding a Balloon note, its icon is created as a main tree item. In the past it was added as a sub-item of the correspondent page, making it easier to manage them.

When adding a Balloon note, its icon is created as a main tree item. In the past it was added as a sub-item of the correspondent page, making it easier to manage them.

I noticed this too on some occasions. There is an issue for this already: https://github.com/FreeCAD/FreeCAD/issues/11889, although I don’t quite follow the comment mentioning that eventually the Balloon should move itself under the Page.
