It is in Tools - > Customize → Toolbars. The settings for it are in Edit → Preferences → Display (UI tab)

Uncheck the first checkbox if you don’t want your custom toolbars eat all screen space.

thanks for your reply. It is exactly what I did before sending this question. My problem is the fact that when I use function key F1, F2, F16… it doesn’t work. On Windows, it works.
