Even if it is obsolete due dropped norm, it is still a valid feature request, since it is not disallowed or this feature can be used for other things.

Good point, also for me it is a matter of managing different expectations, and even if deprecated you may have to reproduce old drawings, maybe even for archiving purpose (to digitally preserve entreprise knowledge).
Having a way to do things other than ISO ANSI, add wathever norm you could be used to use, is a good thing.

The logic to draw balloon frames (balloonShape in QGIViewBalloon) should be portable to QGIViewDimension since balloon was based on dimension.
